Recruitment and Selection for Surveyors

The recruitment, selection, and development of individuals interested in becoming surveyors for the institute involves the following steps:

1. Individuals Interested in Becoming Surveyors

1.1 Individuals who have completed the selection process through the preparatory training course HA 451: External Surveyor Preparation Camp and have met the selection criteria of the Quality Expert in Training Program.

1.2 Individuals selected through a screening process based on their knowledge and understanding of HA standards, gained from experience in quality systems as executives or quality management personnel (Potential Trainee Selection Program). In this case, a reference letter from a certified surveyor trainer is required.

2. Selected Individuals and Evaluation from HA 451 Course

        Those who pass the HA 451 course will enter the Quality Expert in Training Program (QEiT), a program designed to develop quality experts. This program integrates quality concepts and HA standards into survey-based activities, including both workshops and field visits. Participants will be trained and developed in competencies required for quality experts. They will be registered, sign a memorandum of understanding, and receive approval from their affiliated organization to participate in all program activities, including orientation, workshops, and two field hospital survey visits. Competency development and evaluation will be conducted, and the results will be used to consider selection as a surveyor.

3. Evaluation System in the QEiT Program

        The program uses evaluation criteria for surveyor selection, covering positive attitudes toward quality development and learning, learning skills, and coaching skills at a minimum. The competency evaluation results of QEiT trainees/surveyor trainees will be analyzed, and performance will be summarized according to the criteria. The results will be submitted to the Surveyor Selection and Registration Committee.

4. Registration as a New Surveyor

        A new surveyor is defined as an individual who has completed the development and survey training, met the criteria of the QEiT program, and has been approved for registration by the Surveyor Selection and Registration Committee. They will be officially appointed by the Institute Director to act as a representative of the institute in conducting surveys to assess the quality development level of healthcare facilities according to HA standards. During the first year, the surveyor will be under the supervision of a certified surveyor trainer (5 surveys/10 man-days).
