Origins of the Quality Management Representative (QMR)


    According to the Royal Decree on the Establishment of the Healthcare Accreditation Institute (Public Organization) B.E. 2552 (2009), Section 5 stipulates that the Healthcare Accreditation Institute (HAI) is tasked with ensuring that the public receives healthcare services of no less than the established standard, while also enhancing the standards and quality of healthcare services. This is to be achieved through the development and implementation of training programs for healthcare personnel to foster understanding of the processes related to assessment, development, and accreditation of healthcare facilities.


    The Quality Management Representative (QMR)—alternatively known as a quality system executive or quality center manager—is a staff member of a healthcare facility responsible for the management of quality systems within the organization. QMRs play a critical role in the success of healthcare quality development and accreditation processes.


    The HAI has initiated training programs aimed at developing QMRs as essential human capital for driving quality improvement. These programs equip participants with the necessary knowledge and skills in quality concepts and tools, enabling them to serve as mentors to their colleagues and promote continuous quality development within their institutions.


    Since 2022, the HAI has developed a specialized curriculum titled “QMR Training Program for Hospital Accreditation in Thailand”, designed by expert practitioners. Between 2023 and 2025, the program has been implemented to train and certify QMRs.


    The first cohort of certified QMRs in Thailand included 150 individuals, representing approximately 10% of the healthcare facilities involved in quality development.


    The second cohort expanded to cover 15% of facilities engaged in Hospital Accreditation (HA) development.


    By 2025, the plan is to continue increasing the number of trained QMRs, targeting an additional 5%, resulting in a total of 20% of healthcare facilities having certified QMRs.


    This strategic direction aligns with the institutional mission to foster healthcare quality, leading to the implementation of the Competency Enhancement Program for Quality System Personnel in the Public Health Sector, aimed at strengthening the capacities of those responsible for quality management.
