HAI, TPQI Join Forces to Elevate Thailand’s Healthcare Workforce and Globalize Surveyor Standards

The Healthcare Accreditation Institute (Public Organization) (HAI) and the Thailand Professional Qualification Institute (Public Organization) (TPQI) have signed a Memorandum of Understanding (MOU) to strengthen the competencies of personnel involved in Thailand’s healthcare accreditation system and advance surveyor standards to the international level.
The agreement, signed on 11 March 2026, aims to integrate professional qualification frameworks into the healthcare accreditation system, enabling competency certification aligned with occupational standards and benchmarked against Thailand’s National Qualifications Framework (NQF).
The ceremony was attended by Dr. Piyawan Limpanyalert, Chief Executive Officer of HAI, and Ms. Chullada Meejul, Director of TPQI. It took place at the Grand Diamond Ballroom, IMPACT Muang Thong Thani Convention Center.
Dr. Piyawan said the collaboration represents an important step in supporting Thailand’s national strategy and the 13th National Economic and Social Development Plan, which focuses on improving the quality of life of Thai citizens by strengthening the healthcare system through a highly competent workforce.
She noted that workforce development plays a crucial role in building a collaborative ecosystem capable of enhancing the resilience of Thailand’s healthcare system.
Under the partnership, HAI and TPQI will jointly analyze and develop training curricula to strengthen the knowledge, competencies and skills of personnel working in the healthcare accreditation system. The collaboration will also support training programs aligned with occupational standards, leading to competency certification and professional qualifications under the Professional Qualification Framework and the NQF.
The initiative is expected to establish a professional qualification system for healthcare accreditation assessment that accurately reflects practitioners’ competencies, strengthening Thailand’s healthcare workforce in a sustainable manner while supporting international recognition.
Dr. Piyawan highlighted three key strategic priorities for HAI under the collaboration.
First, advancing surveyor standards to the international level. HAI will work with TPQI to further develop the Surveyor Training Programme — already accredited by the International Society for Quality in Health Care External Evaluation Association (ISQua EEA) — and align it with the Professional Qualification Framework and the NQF.
Second, establishing a competency certification system that genuinely reflects the capabilities of healthcare professionals. Both organizations will jointly analyze and develop training curricula to ensure certification accurately represents the skills of personnel working within the healthcare service system.
Third, integrating resources and knowledge to support systematic professional development and career advancement for healthcare personnel in Thailand.
Ms. Chullada said TPQI is ready to support the continued development of the Surveyor Training Programme for healthcare quality assessors conducted by HAI, which has already received accreditation from ISQua EEA. The program will be further aligned with and recognized under the Professional Qualification Framework.
TPQI will also work with HAI to drive the development and revision of occupational standards related to healthcare accreditation assessment, strengthening the professional capacity of personnel involved in the healthcare quality assessment process in a comprehensive and integrated manner.
“TPQI recognizes the importance of workforce development,” Ms. Chullada said. “As the national organization responsible for certifying knowledge, competencies and professional skills, we see the development of human resources in the healthcare system as a key factor in improving the quality of healthcare services in Thailand.”
She added that the collaboration will help establish a professional qualification system for healthcare accreditation assessment and survey processes that truly reflects practitioners’ competencies, while strengthening Thailand’s healthcare workforce to meet international standards and gain global recognition.
